綜整法媒UsineNouvelle與費加洛報(Le Figaro)報導，中國對稀土與永久磁鐵之出口限制，使全球汽車產業前景充滿不確定性。自今(2025)年4月起，中國要求企業必須取得出口許可，才能出口上述對電動馬達至關重要之關鍵零件。是項措施在國際貿易緊張情勢下實施，已導致歐洲、 美國、印度與日本之生產進度放緩甚至停擺。北京在如鏑(dysprosium,Dy)與鋱(terbium,Tb)等重稀土之精煉上幾近壟斷，目前對出口申請之審查程序既不透明又進展遲緩。由於短期內缺乏替代方案，產業界憂心供應鏈可能即將中斷。

儘管中美對話釋出可能放寬限制的訊號，相關出口程序仍持續受阻。歐洲雖致力建立本地產業鏈，如Solvay的化學提煉、Carester的重稀土分離及法國MagREEsource回收製磁等計畫案，惟此等計畫預計尚需數年方可正式啟用運作。產業界擔憂對中依賴所帶來的風險，警示旨揭危機可能對整體產業與經濟造成不利影響。
